Not sure who is tax evading HMRC is shit hot on making sure landlords pay tax. I think op needs some education.

Everyone makes money to some degree from ownership. When you buy an apple from a farmer, you're renting 1/1 millionth of their farm for a year. They rented it to you. It's not like the farmer shat it out himself. Taylor Swift makes money from ownership of the intellectual property of her records.
If I have £400,000 and choose to live in a £200,000 house and rent out another £200,000 house, that's my choice. It's the tenants choice to rent it from me. The idea that I must live in a £400,000 house instead and work until I'm 80 is the most illiberal notion imagineable.

Agreed. The problem imo is the low barrier of entry to bad landlords. With greater barrier of entry and better taxation, rents would be lower and landlords and tenants would both be happier.
It should be much harder to be a landlord than to get a passport. Criminal record check for one. Minimum equity rates for another, at least at entry level.

A landlord's ability to maintain properties, update decor and furniture and keep rents reasonable is a function of profit which is a function of the equity in the property. I don't think many landlords start out with poor intentions, but if you have 20k in equity and a 180k mortgage (i.e. low equity) and then interest rates go up, then you have no choice but to raise rent and you don't have free cash when something breaks. Equity is everything in being a good landlord.
If you have several properties, then there will always be cashflow and you can always make repairs and absorb costs. Hence why equity is mostly important for entry level landlords.
Low equity and poor value for money are essentially the same thing.
I stopped being a landlord because the amount of tax I was paying just wasn’t worth the hassle and made it so the rent would be much higher than I wanted to charge tenants. So then I sold and paid capital gains tax. And when the house was between tenants, double council tax. And VAT on all the items I would buy when fixing things in the house and maintaining it that I couldn’t claim back as not earning anywhere close enough to be VAT registered. Not forgetting the selective licence fee the council who not once checked the property or did a damn thing. I paid stamp duty to buy the place too. How do you evade tax please cause the HMRC is very agressive on taxing landlords. The housing association house next door the tenant was paying the same amount of rent a month almost and the house was in an absolute shocking state of repair, that she would ask me and my dad when we were fixing bits and bobs in the house to help her fix things she’d been waiting on the council for years to fix.
