Bad Tenant

Keeping this request for advice simple: Have served a section 21 & section 8 notice on a tenant who is outside the fixed term of their contract (ie 1 month rolling). Their contract is AST room only bills included. They have not paid their rent and have blocked me on phone/email. There is another tenant in the property who has shared various concerns such as smoking in the property, syringes in the fridge, midweek parties at 3am etc. I’ve served both notices but had no acknowledgement and the other tenant is concerned for their safety. My two main concerns are a duty of care to the good tenant but secondly to understand my obligations on a bills inclusive contract outside of the fixed period when a tenant isn’t paying as currently I am subsidising their living costs from my salary which is not sustainable and doesn’t feel right!

Difficult one. You are doing all you can to get rid of the problem tenant and have served appropriate notices. Beyond that there is not much you can do unless you think it’s serious enough to involve the police. Perhaps you could install an alarm with a panic button for the concerned tenant? Might not have much practical effect but they might find it reassuring.
