You would need to take advice from a solicitor about that as it's something you may be able to challenge. Do you think you meet the criteria for transfer?

Mind you by the time you get that sorted it may be late Jan anyway

Well that led me down an interesting rabbit hole.

You are right in that there's no explicit criteria or instructions/guidance on the matter. The law simply that the judge may transfer enforcement.

Technically refusal to transfer could be appealed but it would only be worth the effort and costs if you had a really good case and/or the value of the claim was worth it.

The amnesty covers all courts and all balliffs and 14 days notice will fall smack bang in middle of it anyway.
